Hazrat Uthman R.A was third caliph of Muslims in Madinah after Hazrat Umar R.A and was selected by Shura , Hazrat Uthman R.A ruled over Islamic world , Arab, Iran, Azerbaijan, Syria, Egypt and Turkey etc. to control over these territories , he appointed Governors and officials and continuously kept touch with them to scrutinize their activities , so he wrote letters to those rulers and even he wrote letters in secret to agents (common People) in those territories to come to know about that are they ruling according to Islamic Laws and Quran, these letters are compiled and translated by Dr. Khurasheed Ahmad Faroo, read these letters and find out how these Muslims keep an eye on very distant to control them according to Islam.
